What we are doing

Parties of the United Nation Framework Convention on Climate Change (UNFCCC) currently develop the rules for ‘cooperative approaches’ under Article 6 of the Paris Agreement (PA) that aim to mobilize international support and finance for mitigation action. With a view of identifying how such approaches can foster mitigation action in cities, this report analyzes experience with existing support mechanisms in urban areas. For this project, we first conducted a high-level screening to all 139 urban NAMAs from the NAMA pipeline and all 44 TAP projects in the pipeline. Through this screening, we aim to identify the typical project characteristics such as project sector, level of MRV process and financial status in order to identify challenges and success factors for urban mitigation projects.

What we are achieving

ICLEI is conducting research to help identify drivers and challenges for cities to participate at market mechanisms in the international realm, and more specifically with the cooperative approaches being negotiated at COP 24 & 25. ICLEI together with Perspectives, a German consultancy, is therefore analyzing different CDM, TAP and NAMA projects as well as proposing different approaches for cities to participate with future mechanisms running under Article 6.2 and 6.4 of the PA.
