Projects and Initiatives
The carbonn Climate Center is ICLEI’s global hub for driving integrated climate action by and for local and regional governments. Guided by ICLEI’s strategic vision and five-pathway approach, the Center works through projects, initiatives, and global advocacy to turn local leadership into measurable, system-wide impact. It connects technical support, innovative finance, data, and policy engagement to accelerate climate neutrality, resilience, equity, and sustainability on the ground and in global forums.
GreenClimateCities
The GreenClimateCities (GCC) program is ICLEI’s flagship approach to help local and regional governments take integrated, effective, and inclusive climate action. Built on over a decade of hands-on experience, the program empowers cities to plan, act, and accelerate their path toward climate neutrality using a practical, step-by-step process. The GreenClimateCities program was launched in 2015 and shaped by early learning from ICLEI’s Urban-LEDS project, which helped cities in emerging economies build low-emission development strategies. The need for a flexible yet structured approach led to the creation of GCC, which has since guided cities across all regions. In 2020, ICLEI introduced the Climate Neutrality Framework, which now serves as the foundation of the program, helping cities move toward zero emissions, resilience, and inclusive development.
CDP-ICLEI Track
CDP-ICLEI Track is the world’s leading city climate reporting platform, empowering local and subnational governments to take measurable, transparent, and impactful climate action.
ICLEI pioneered city climate reporting with the carbonn Climate Registry, the first global platform for voluntary local climate reporting. In 2019, ICLEI partnered with CDP to launch CDP-ICLEI Track, combining CDP’s expertise in environmental disclosure with ICLEI’s global network of more than 2,500 cities and regions.
The Global Covenant of Mayors for Climate & Energy
The Global Covenant of Mayors for Climate & Energy (GCoM) is the largest global alliance of cities and local governments committed to ambitious climate and energy action. With over 9,000 members representing more than 1.2 billion people, GCoM supports local leaders in delivering measurable, science-based solutions to reduce emissions, build resilience, and ensure equitable access to clean energy.
GCoM focuses on three pillars: climate mitigation, climate adaptation, and access to affordable, reliable, and sustainable energy. The alliance helps local governments develop emissions inventories, set targets, create integrated climate action plans, and report progress through recognized platforms such as CDP-ICLEI Track.
100% Renewable Energy Cities & Regions Compact
ICLEI’s 100% Renewables Cities and Regions initiative supports local and regional governments in transitioning to fully renewable energy systems. The program equips communities with tools, expertise, and investment strategies to advance energy transitions that strengthen resilience, reduce emissions, and improve quality of life.
Transformative Actions Program (TAP)
Led by ICLEI – Local Governments for Sustainability and supported by a consortium of 17 specialized partners, TAP acts as a bridge between local ambition and global finance. Through annual calls, it offers subnational governments the opportunity to submit their sustainable development ideas. Selected projects receive personalized feedback, expert guidance, and the opportunity to connect with project preparation facilities and financial institutions. TAP also offers over 20 knowledge products and additional support through training, tools, and peer-exchange opportunities to strengthen project design and scale-up impact.
