
This document was developed to support the contextualization and implementation of the Safe and Sound Cities (S²Cities) Programme in the Philippines. It draws on national policies, existing literature, and insights from stakeholder and policy mapping and desk reviews conducted by ICLEI Southeast Asia, the program’s government engagement partner in the country.
Grounded in stakeholder and policy mapping and analysis, the document highlights key governance and service delivery gaps, institutional mandates, and both formal and informal structures that influence youth safety in urban environments. While the focus is on Baguio and Naga, its relevance extends to other Philippine cities within the S²Cities Global Learning Network.
