What we did

The Northeast Ohio Areawide Coordinating Agency (NOACA) is the Metropolitan Planning Organization (MPO) for the counties of Cuyahoga, Geauga, Lake, Lorain, Medina, and the City of Cleveland and the areawide water quality management agency for the same region. In order for the region to be eligible to receive EPA CPRG Implementation grant funding, the region needs to complete a preliminary Climate Action Plan (PCAP) by Q2 2024. The region had already completed some of the foundational work for the assessment in partnership with ICLEI USA in 2023 and 2024, but needed assistance working with stakeholders to prioritize actions to include in the PCAP.

ICLEI USA developed materials and facilitated two full-day workshops, one focused on the region’s climate risk and vulnerability assessment and adaptation planning, the other focused on the region’s GHGI and mitigation planning.
