What we are doing
As the world grapples with the harsh reality of falling off the Paris Agreement track, the COP28 Coalition for High Ambition Multilevel Partnerships (CHAMP) for Climate Action, provides a useful mechanism for engaging subnationals in the climate fight. The initiative commits endorsing countries to enhance cooperation with their local, regional and other subnational governments – including cities, towns, states and regions – to collectively pursue efforts to limit the global temperature rise to 1.5 degrees above pre-industrial levels.

What we are achieving
ICLEI is working with a wide range of partners to support endorsers of the COP28 initiative, bring new countries to the table and mobilize local and regional governments in support of CHAMP. ICLEI has leverage aligned work, such as our work as the focal point of the Local Governments and Municipal Authorities Constituency (LGMA) and the Daring Cities platform, to support CHAMP. We hosted CHAMP Endorser Roundtables in 2024 and 2025 in Bonn, supported implementation in Canada and Bangladesh, worked with national local government associations in Germany, Brazil, and USA to endorse the initiative, and brought new endorsers like Finland and Tunisia to the table. ICLEI is also supporting a coordinated effort among partners to align communications campaigns and key messages in support of the initiative.
