Urban market approaches under Article 6 of the Paris Agreement – Recommendations for practical implementation

What we are doing

The UBA Urban Article 6 II project responds to the fact that more than 70% of global energy-related greenhouse gases are currently emitted in urban areas, with a further 50% increase in related CO2 emissions forecast by 2050. The majority of this increase (~89%) will come from cities in developing countries, where climate change impacts are often experienced severely, along with other development challenges. Simultaneously, urban structures offer significant potential for reducing emissions, especially in countries with high urbanisation rates, such as African cities. Although many cities have already defined strategies and measures to reduce emissions, possibilities for implementation are often limited, especially in developing countries. New approaches to international cooperation, such as mechanisms defined in Article 6 of the Paris Agreement, can help to overcome these barriers and realise urban climate protection activities on a large scale. This project uses a framework established in a previous project to develop structures for urban activities in Addis Ababa, Ethiopia and Kampala, Uganda. This will be undertaken by: i) developing overviews of Addis’ and Kampala’s emission profiles, mitigation targets, and existing and planned urban climate protection policies/projects; ii) having local governments and other key stakeholders regarding urban activities in Kampala and Addis provide inputs into the process; iii) holding three virtual workshops with local governments and other stakeholders (one per city, with one “cross-border” exchange); and iv) developing four sector-based case studies (two per city) with concrete recommendations for local government actions to reduce emissions. Through this project, decision-makers will be inspired to implement suggested urban activities, facilitating the transition to sustainable, low-emission development in their cities.

What we are achieving

Through the UBA Urban Article 6 II project, ICLEI Africa aims to develop recommendations for the implementation of urban emission reduction activities in Kampala, Uganda, while supporting the development of the same in Addis Ababa, Ethiopia. ICLEI Africa will undertake this work through close engagement with in-country stakeholders relevant to urban activities in Kampala, the development of case studies and the facilitation of virtual workshops with stakeholders in Kampala and Addis. Through this work, optimal solutions will be identified and elaborated to reduce emissions in sectors of interest such as waste, electromobility, private and public buildings. This will contribute to the broader goal of reducing emissions in urban areas, where more than 70% of global energy-related greenhouse gases are currently emitted.
