CHAMP provides a clear framework for national governments to:

• Consult local and regional governments on national climate strategies
• Collaborate with subnational actors in the design and delivery of mitigation and adaptation actions
• Integrate local perspectives into national climate plans and investment frameworks
• Conduct joint reviews of climate progress
• Organize high-level dialogues ahead of major global climate milestones

CHAMP builds stronger connections between levels of government and ensures climate action is coordinated, inclusive, and effective. It helps unlock climate finance, elevates local leadership, and makes national targets more achievable through shared responsibility. By creating space for shared ownership and coordination, CHAMP ensures that local and regional contributions are central to achieving national climate targets.

The carbonn Climate Center plays an active role in CHAMP through:

• Participating in the CHAMP technical working group and contributing expertise on planning, monitoring, and finance
• Encouraging more national governments to endorse the CHAMP commitment, especially in countries with strong ICLEI networks
• Supporting implementation of CHAMP in countries such as Canada and Bangladesh by facilitating national-local collaboration and strengthening institutional readiness
• Extending support to additional countries where ICLEI has strong member engagement and local leadership
