Cities are central to delivering climate action, but many struggle to turn plans into financeable projects. The Green Finance Training Program responds to this challenge by strengthening participants’ understanding of green finance instruments, governance frameworks, and project structuring.

The training draws on lessons from the Nordic model of pooled municipal finance, while remaining adaptable to different legal, financial, and institutional contexts worldwide.

This training is designed for city practitioners and subnational stakeholders with a medium level of financial knowledge, including:

  • Municipal and regional finance staff
  • Climate investment and sustainable finance practitioners
  • Infrastructure planning staff with finance responsibilities
  • Climate action and resilience staff working on project implementation

Participants should be familiar with basic public finance and procurement processes and interested in improving investment readiness.

Participants will:

  • better understand green finance instruments relevant to the local context
  • learn how collective and pooled finance approaches can reduce risk and improve access to capital
  • strengthen skills to structure financeable climate and infrastructure projects
  • explore governance approaches that support transparency and sustainability
  • exchange experiences with peers and practitioners from different regions

Program format and timeline

The program runs over approximately five weeks in September 2026, starting with the international launch event in Malmö, Sweden. The learning journey is designed to support participants in translating concepts into actionable approaches relevant to their own cities and regions. This is done through interactive online workshops and group exercises, case studies inspired by Nordic and international practice, peer-to-peer exchange across regions and sectors, and guided reflection on how lessons can be applied in different local contexts. All sessions are delivered in English, with supporting materials potentially available in Spanish and French. Upon completion of the course, you will receive a certificate of participation as part of the ICLEI carbonn Climate Center Academy Series.
