What we did

The Just Energy Transition (JET) dialogue has highlighted the urgent need to accelerate the adoption of renewable energy to strengthen energy system resilience and address the climate crisis, particularly due to significant greenhouse gas emissions from the energy sector. However, despite progress in JET discussions and actions, there remains a limited understanding among some stakeholders and insufficient participation from marginalized communities. The dialogue has often been dominated by climate and environmental NGOs and select partners, leading to missed opportunities for more inclusive conversations that consider local contexts. If this issue is not addressed, it risks perpetuating the exclusion of communities and stakeholders who could help accelerate JET efforts. To counter this, Oxfam Pilipinas partnered with ICLEI SEAS to support a more inclusive approach to integrating renewable energy into plans, programs, and budgets in collaboration with the Provincial Government of Eastern Samar and the local governments of Dolores and Borongan.

What we achieved

ICLEI SEAS engagement focuses on promoting a democratized energy governance system in the Philippines as an enabling environment for JET. This shall be accomplished through the following: 1. Enhance the institutional capacity of partner LGUs in mainstreaming RE in local planning 2. Facilitate an enabling environment for democratized governance system through RE participatory planning
