Without a community-level GHG inventory, local governemnts lack the data necessary to identify high-emission sectors, prioritize interventions, and create tailored strategies for emission reduction. This initiative enables La Union to make data-driven decisions, access climate finance, and enhance transparency, fostering a foundation for sustainable climate action that supports both provincial and national climate targets.
