What we are doing

In 2017, the US federal government announced its intention to withdraw from the Paris Agreement. In response, more than 2,800 companies, states, cities and other actors created the "We are Still In"; alliance, promising to take action towards the USA commitment to the reduction of emissions goals, and launching a series of actions to achieve that goal. From this gesture the ACA’s were born - national coalitions dedicated to undertaking systematic measures and to increasing public support in addressing the global climate crisis, so as to contribute to the countries compliance with the commitments agreed in the Paris Agreement. These coalitions are coordinated by subnational leaders from different sectors of society:local and regional governments; companies and investors among others. ACA in Brazil has been articulated in a similar context to what occurred when the “We are Still In” movement was created. Although the Brazilian Federal Government has not declined officially its commitment in relation to the fulfillment of the goals agreed in Paris, subnational actors like governors, mayors, local leaders, businesses and non-profit organizations have been the ones leading the agenda in the country; demonstrating their commitment to meet Brazilian climate goals and take a more ambitious approach to the agenda. For this reason, in the Brazilian context, subnational climate action is a driving force in the country's climate agenda. With the goal of leveraging the impact of subnational climate action in Brazil, ACA is articulating and mobilizing several actors among local and regional governments, companies, investors, media, universities, and civil society organizations to speak up about climate action with a common voice and to increase their climate ambition.

What we are achieving

Through the ACA Brazil, ICLEI is working in partnership with other organizations such as WWF-Brasil, Instituto Clima e Sociedade, and CDP Latin America. The goal is to mobilize Brazilian subnational leaders under the umbrella of the ACA, to increase the size of the subnational climate movement in Brazil, improve the clarity and consistency of their collective messages and improve synergies between ongoing initiatives in support of subnational actions, contributing to concrete emission reductions through individual and collaborative climate action. Within the scope of the partnership, ICLEI SAMS intends to develop and align between partners the concept of ACA Brazil's common statement and strategy; develop a communication and advocacy campaign around the key messages; mobilize and connect signatories with each other and provide them with support to speak with one voice, as well as the tools to achieve their climate goals. Through the coalition, the subnational climate action in Brazil should be more coordinated and visible in the public debate nationally and internationally.
