ICLEI’s submission to the UNFCCC Mitigation Work Programme Global Dialogue 2026 highlights how local and regional governments can enable industrial decarbonization through urban planning, governance, infrastructure, workforce development, renewable energy and partnerships with industry. Drawing on real-world examples from cities across Asia and Europe, the submission shows that industrial mitigation requires not only technological solutions, but also multilevel governance, local capacity, social legitimacy and place-based implementation.
