The savings generated by the $19 million energy conservation package will pay for the costs of installing and maintaining the improvements in less than 15 years.Through this project, the city will upgrade 99 city-owned buildings, as well as 37 ballparks/athletic fields and 3 public golf courses in and around Knoxville. The project is designed to save money in energy and maintenance costs, and will take advantage of special funding options available for this type of energy-infrastructure investment. Under an Energy Savings Performance Contract, the energy savings realized by the city will fully pay for the much needed capital improvements.

Partner with the Knoxville Knox County Emergency Management Agency (KEMA), Knoxville Police and Fire Departments, Knox County Health Department, American Red Cross, Knoxville Utilities Board, ham radio operators, and other groups and agencies.
Conduct training classes for the residents of participating neighborhoods, including Citizen Emergency Response Training, Family Preparedness, Disaster Assessment, CPR/First Aid, etc.
Encourage neighborhood groups to assemble a network of block captains to ensure effective internal communication regardless of the availability of electricity, land lines and cell phones.
Work with neighborhood groups to acquire all-hazard (AHR), FRS and ham radios for key players.
Encourage a single point of contact in each neighborhood, so emergency personnel can communicate remotely but with confidence about the needs of the neighborhood.
Strengthen community bonds so that neighbors become more reliant on one another.
