As a home for machinery industry, city and government tried to reduce emmissions on industrial sectors by building carbon reduction target management system.
There are 27 business units to control by this management system and the reduction target is 10.13% in 2020.
To reduce air pollutions and GHG emissions, city and government tried to replace to CNG fueled public buses and garbage vehicles with filling stations. The CNG bus exchange rate reached 97.2% in 2013 with 724 vehicles.

City tried to swich the street lightings to energy efficient LED system by 10% of total street lightings. The number reached 1,520 in 2013. City continuously will install the energy efficient street lightings for 10%(3,340pcs) of total street lightings by 2020.

City reached a target of the citizens participation by 23% with 89,853households in 2013.

Since 2009, City of Changwon has implemented Campaign of Earth Hour for saving energy by turn-off lightings at buildings and houses with citizens participations. Every year, more than 12% of total city households were participated and reduced 9.7tons of CO2eq of Carbon by 1hour lighting off. By those efforts, city designated 22nd of every month as green days to saving energy day.

It can produce 8,000 m3 of bio gas per day. The collected and purified gas is supplied for Public Buses.

To expand low-carbon and energy efficiency policy, city has provided incentives for the citizens who purchase EVs. Not only incentives but also toll and parking expenses had been discounted to promote the use of low carbon and clean energy.
City will provide 200 EVs till the end of 2014. At the end of 2013, There were 81 EVs with 83 electricity charging stations.

For flexible implementation of the Carbon Emissions Trading System in accordance with the national greenhouse gas emission allocation plan to be effectuated nationwide beginning 2015,
◆ this action plan aims to stabilize the implementation of the Emissions Trading Plan for coping with climate change issues and reducing greenhouse gases earlier and make full preparation by establishing internal regulations that help achieve the targeted greenhouse reduction quota per workplace.

Best Village Building Project is voluntarily participating programs of Citizens who want to make their communities as green and eco-friendly society. Each local Community sets best village implementing committee consisted of it's residents and discusses what would be a top priority to make it's community as environmentally sound and safe place. Through audit by experts, city can announce the winner with monetary and community award. Since 2010, city identified the environmental issues for each village and induced the solutions from each local community group. They set their own targets to overcome every task.

Since 2006, City has introduced green rooftop to make much cooler city and more green friendly city with 59 sites of green rooftops. At the initial stage, only public buildings were introduced green roofs. Those areas has been provided the residents comportable resting places.
Other private buildings followed next and expanded whole city area with 50% of monetary incentives.
As a coastal and marine city, Changwon has faced storm and flood risk every summer. It has typhoons in summer seasons and disasters resulted huge damages of assets floodings and casualties. City tried to build disaster walls on the edge of flooded area with pumping system and excavated water storages at the flood habitual areas.

city has small streams covered with concrete which is used for a parking lots. Under the concrete cover, there were streams polluted from wastes water. Others also badly polluted from the wastes water from adjacent industiral complexes. The smalls of the rivers were disgusting and no living things to survive. city has tried to rehebilitate the streams with ecologically safe and full of Biodiversity places. Since 2007, city with MOE were cooperated together to revitalize the streams. Thanks to the effort from local NGO, city Administrations and MOE, city integrated the works and started.
