The program seeks to develop 21st century green life leaders who will lead the “Green Start Movement,” a nationwide movement for greenhouse gas reduction that promotes a low-carbon lifestyle. The Carbon Point System encourages citizens to voluntarily reduce greenhouse gas emissions. If a home or business reduces electricity, water, and gas usage, the energy saved is calculated as the CO₂ emission rate. Based on this rate, points and other incentives are awarded.
