On August 26th, 2015, Rio de Janeiro, Brazil became the first fully compliant Compact of Mayors city, using the robust reporting framework addressing climate change mitigation and adaptation.
The Compact of Mayors, launched at the 2014 United Nations Climate Summit, is the world’s largest coalition of city leaders dedicated to addressing climate change by committing to reduce greenhouse gas emissions, tracking progress and preparing for the impact of climate change through the development of comprehensive climate mitigation and adaptation action plans. Rio de Janeiro is the first Compact signatory to reach the Compact compliance milestone, clearly showing that a city from the Global South can report according to a rigorous global standardized framework. In the words of Mayor Eduardo Paes, “by complying with the Compact, we are advancing our work to make Rio a place with a better quality of life for its citizens and a healthier environment for its visitors. Cities are climate leaders; they are in the best position to effect real change. The actions we take at a local level will have a global impact and, by improving our city, we will be helping create a better world for today’s urban citizens and generations to come.”
As a Compact of Mayors signatory, the city of Rio has taken ambitious strides to tackle climate action on the local level, by committing to reduce the city´s greenhouse gas emissions, tracking performance, and implementing ambitious multi-sectoral actions, including integrated waste management schemes and the roll out of city-wide low-carbon public transportation options. These activities are supported by the City’s comprehensive climate adaptation and mitigation action plans, which have embedded clear and ambitious reduction targets in Measurable, Reportable and Verifiable (MRV) ways.. The Compact of Mayors’ approach with reporting can in turn can help inform national governments.
The Compact of Mayors currently has 140 signatories spanning the globe - of which 81 are ICLEI Members. The carbonn® Climate Registry is a recognized reporting platform of the Compact of Mayors, and is also the central repository, allowing cities to report ambitious climate mitigation and adaptation commitments, track performance and climate actions. The Compact most recently welcomed the following signatories: Perth (Australia); San Luis Obispo, Richmond, Long beach, and Jackson (US); Edmonton (Canada); Manchester (UK); Milan (Italy); and Tirgu-Mures (Romania).
ICLEI is a founding partner of the Compact of Mayors, and it engages in support activities including organizing webinars publicly available in English, Spanish, Portuguese and French, offering technical assistance to leading cities to bring them to full compliance before COP 21.
