Incorporating energy efficiency criteria in the partial refurbishing of dwellings
Incorporating high energy efficiency criteria in the new proposals regarding dwellings to be refurbished and in new urban renewal areas. Two courses of actions are therefore proposed: - Creating a committee to analyse the envisaged refurbishing problems to create and produce a criteria guide and internal control protocols (project and works) so that the letter B of energy certification in building refurbishment can be achieved. - Integrating sustainable energy criteria in the partial and special plans to refurbish dwellings, by means of : a) Defining a set of energy sustainable urban development criteria to be applied in urban development. b) Analysing the possibilities to integrate those concepts in the partial and special plans in progress and in the pipeline. The basic procedure for the energy efficiency certification of existing building will soon be approved for the refurbishments. Start year

Increasing the efficiency of the climate control systems in those buildings that have deficient systems, or with possibilities to improve and monitor and assess results.
The aim is to improve the efficiency of the old emission systems where there is no good zoning of the terminal units. A resizing will therefore be performed, with the power, number of units, and their distribution, being brought in line with the needs of the different zones with climate control. This will enable the demand for energy and thermal comfort to be met using highly efficient systems. The results obtained will be assessed and monitored. Start year

Replacing the most inefficient and oldest cooling systems and boilers with the best technologies and equipment available and monitoring and assessing the results
Improving the performance of the climate control equipment of the municipal premises is proposed by means of replacing the more inefficient and older equipment with highly efficient new equipment with the best technologies available. The following 2 types of substitutions will be considered: 1)Changing the standard boilers to condensation/low temperature ones. Replacing the existing boilers with condensation boilers, which are high performance (110% *PCI). The increase in efficiency is based on using the condensation heat from the combustion fumes. This technology uses the steam produced in the combustion gases and returns it in liquid state. In the case of a classic atmospheric boiler, a non negligible part of the latent heat escapes with the fumes, a fact that implies a very high temperature of the combustion products of around 150 ºC. Using a condensation boiler enables a very significant part of the latent heat is recovered, thus limiting the polluting gas emissions. The performance of a current low temperature or condensation boiler can be up to 10% higher than when using a conventional boiler. Boilers should be changed if they are over ten years old or if their performance is poor when generating hot water for heating. The proposal is to change the boilers at 17 amenities that have been selected and prioritised according to the total energy consumption and the efficiency improvement margin of the system (see Annex). 2) Replacing the climate control equipment that is over 10 years old, which have poor performances (COP) with others with a better COP. The appearance of new technologies means that heat pumps currently exist with a COP of at least 3.5, and geothermal stands out in all these new technologies, as it can reach a COP of up to 5. The proposal is to change the heat pump with a minimum COP of 3.5 (see obligations of the Eco-Ordinance as per equipment and conductive fluid) (a COP of 4.4 class B) is required for hot water pumps) at 17 amenities that have been selected and prioritised according to the total energy consumption and the efficiency improvement margin of the system (see Annex). Once all the boilers have been replaced, their operating will be assessed and monitored. Start year

Preparing a Sustainable Mobility Plan for the City Council
Preparing the City Council's Mobility to Work Plan based on a survey of the habits of the municipal workers in order to drive measures for the modal change for the journey to and from work and during the working day. Adaptation actions

Approving a climate change adaptation strategy
Preparing and approving a climate change adaptation strategy is the next step in the city's commitment to the need to manage this phenomenon. This commitment became public and international when Donostia-San Sebastián signed up to the 'Mayors Adapt' European Union initiative that fosters the leadership of the cities in the adaptation to climate change. When drafting the adaptation strategy, at least the following will be taken into account: -Identifying the key stakeholders involved and establishing a mechanism for their internal coordination. -Identifying the impacts associated to climate change and assessing the degree of vulnerability and the probability of their occurring in Donostia-San Sebastián. -Identifying the key impacts and the priority spheres of action. -Defining the objectives and actions of the strategy. -Defining the monitoring and assessment system. -Establishing the communication and participation mechanisms throughout the process. -Defining the mechanism to integrate the adaptation strategy in the Local Agenda 21. Including and adapting criteria aimed at conserving biodiversity in the management of municipal gardens and parks.
Urban parks and gardens play an essential role in conserving the biodiversity of the urban ecosystem. Defining and applying criteria that foster biological diversity is of interest in terms of designing and managing those urban spaces. First of all, the City Council will define the criteria that it deems convenient and it will them disseminate them to the companies that carry out the work. Parks and gardens are also spaces where social values are fostered, once the established criteria have been applied, it will be important to make sure the general public know about them, using information posters, the press… Start year

Promoting sustainable drainage systems
The goals of the Urban Sustainable Drainage Systems is to reduce the flow on the surface and notably reduce the amount of pollutants in the runoff water. This type of systems covers a large range of aspects: control or infiltration systems at source, permeable transport systems, passive treatment systems, and even management measures (cleaning...), legislation, awareness-raising, etc... Therefore, the zones where this type of systems can begin to be introduced and a plan of actions for those zones produced would be necessary to get this action underway. Start year

Working on control the invasive species and monitoring them
Since 2009, Donostia/San Sebastián City Council in conjunction with Gipuzkoa Provincial Council, and other neighbouring municipalities, has been working on eliminating and controlling invasive plant species. The first step was to map the presence of Cortaderia selloana in the municipality, which has now been completed with other species (Fallopia japonica and Buddleja davidii). During the following years, campaigns have been conducted to control and eradicate these species and that work has been monitored. The action aims to control the invasive species in coordination with different entities, including the neighbouring local councils, Gipuzkoa Provincial Council, different departments of the city council, etc. Apart from continue to work in municipally-owned areas, the aim is also to work on private land. The courses of action that should be implemented are as follows: -Eradicating and monitoring the invasive flora. Carrying out a minimum restoration after eliminating the species -Awareness raising among the general public: Displaying posters where the eradication actions are being carried out -Identifying and classifying plots with this type of plants. Notifying the owners of the problems and working with them to eradicate the plants and restore the plots. - Working at district level so that the eradication is carried out as an auzolan (community work) activity. -Establishing a protocol to be applied at sites and avoid the spread of seeds. -Monitoring the species of invasive fauna species and require eradication measures for invasive plants in public works of other authorities Start year
