Shenzhen International Low Carbon City demostration
Shenzhen International Low-Carbon City is situated in Pingdi Sub-District of Longgang District, and has a planned area of 53.4km2, governing 9 communities with a population of about 170,000. The development orientation of the Low-Carbon City is to become a national comprehensive demonstration district of low-carbon development, and to explore a new urbanization road by renovation and transformation as well as industry transformation and upgrading to realize rapid growth in quality and gradual reduction of carbon emissions in the urban built up areas. By 2020, the International Low-Carbon City is expected to have a gross GDP of RMB 24.5 billion, per capita carbon emission intensity of less than 5ton/person, and carbon emission per RMB 10,000 GDP of less than 0.32 ton, reaching the average level of EU countries of the same year. The low-carbon design principles were adopted in the planning of the Low-Carbon City. There are several features of the low-carbon planning as follows: 1. Integrated Industrial and Urban Development Construct a special structure of ‘One Axis & One Belt, One Core with Three Centers, Cross Development, and Cluster Layout’to enhance the concentration of industrial functions, living and services. Job-housing balance. Strengthen the composite clustering of different industrial functions with life and service. Green space. Form an open ecological system considering the requirement for ecological protection, ventilation and heat dissipation, flood and waterlogging control, and geological disaster prevention. 50% of land will be ecologically used for mountains, forests and rivers. 2. Low Carbon Transportation Form a perfect transportation system with highways and metro lines in the periphery, as well as preferred public transportation, well-aligned main lines and secondary lines, and improved walkways in inner rings, to effectively unify clusters, blocks, stations development, driving and walking distances. 3. Low Carbon Municipal Engineerging Establish intelligent municipal service facilities to use distributed energies and renewable energies in a graded way, implement low impact development of wastewater treatment, reuse of reclaimed water, common pipes and trenches, and permeable pavements. 4. Green Building Promote the application of green building materials, low-carbon technologies and products. New buildings should 100% meet the green building standard, while existing buildings will be renovated to meet the low-carbon and green standard. 5. Low Carbon Community By taking a low-carbon community as basic unit, guide low-carbon industrial communities, living communities, and public service communities to create ecological and livable low-carbon communities with premium services and convenient transportation. 6. Improving the capacity of carbon sequestration
Strengthen the ecological protection and construction, improve the forest coverage rate,build the city carbon sequestration system. 1. Strictly follow the basic ecological line, prohibit illegal logging and excessive development and promote the construction of nature reserve and national park. 2. Strengthen forest management and encourage different social sectors to take part in afforestation; by 2014, the forest coverage rate has reached 41.5%. 3. Promote greenway network construction, to realize at least 1.0 kilometer greenway per square kilometer by 2015. Promote new energy vehicles application
Promote new energy vehicles(bus, taxi, official car and private car) application and charging station (charging pile) construction through policy and funding support. For new buses and taxis, the percentage of pure electric vehicles is not lower than 70%; for new official cars, the percentage of new energy vehicles is more than 70%; for private cars, the purchase tax is exempted. Besides, subsidies are provided for new energy vehicle producers and sellers, and charging infrastructure operators. By 2015 and 2020, new energy vehicle is totaled 50,000 and 100,000, with carbon emission reduction of 500,000 and 1000,000 tons in one year. By the end of 2014, there have been 10,000 new energy vehicles, new energy buses accouted for more than 20% of all buses,81 fast charging stations and about 3000 charging piles have been built,saving about 70,000 tons oil and reducing 220,000 tons carbon emissions in a year. Construct low-carbon transport network
Improve the energy efficiency of vehicles,develop rail transit, public transportation and non-motor vehicle road traffic, promote new energy vehicles and construct low-carbon transport network, to reduce energy consumption and carbon emissions of transportation. By 2014, rail transit completed and under construction has totaled 350 kilometers, and the share rate of public transportation system has reached 55%. Promote energy-efficient building and green building
Promote energy-efficient building and renewable building development, improve the green building construction lifecycle management and develop green building industry. By 2015, it's expected to implement energy saving 2.7 million tons, building material saving 12.81 million tons, water saving 19.78 million tons, and to reduce CO2 emissions 6.49 million tons. 1. Several policies including "Promotion Approach for Shenzhen Green Building" have been issued to promote carbon emission reduction in buildings. By 2015, the green building area is about 20 million square meters. 2. Promote energy conservation in new buildings as well as existing buildings, especially government office buildings and large public buildings. Develop strict energy-efficiency standards, promote energy consumption statistic, audit, and monitoring, encourage residents to make building energy-saving renovation. 3. Promote the application of renewable energy in buildings, including solar water heater, Building Integrated PV and so on. By 2015, the capacity of Building Integrated PV reaches 16MW. 4. Improve industrial energy efficiency
Strengthen energy conservation and emission reduction management of key industries including power, building materials and manufacturing industry, and actively adopt advanced and applicable energy-saving technologies to improve industrial energy efficiency.By 2015, energy consumption reduce by 20% per unit of industrial added value compare to 2010; by 2020, it's expected to reduce by 10% compare to 2015.
