ICLEI - Local Governments for Sustainability is an international association of local governments as well as national and regional local government organizations who have made a commitment to sustainable development.

Over 1,200 cities, towns, counties, and their associations worldwide, comprise ICLEI's growing membership. ICLEI works with these and hundreds of other local governments through international performance-based, results-oriented campaigns and programs.

ICLEI provides technical consulting, training, and information services to build capacity, share knowledge, and support local governments in the implementation of sustainable development at the local level. Our basic premise is that locally designed initiatives can provide an effective and cost-efficient way to achieve local, national, and global sustainability objectives.

The United Nations Environment Programme (UNEP) provides leadership and encourages care for the environment by inspiring, informing, and enabling nations and peoples to improve their quality of life without compromising the lives of future generations.

UNEP encourages decision makers in government, local authorities and industry to develop and implement relevant policies, strategies and practices through its Division of Technology, Industry and Economics (DTIE),

UNEP has more than twenty years' experience working on climate change; in the 1980s it established the Intergovernmental Panel on Climate Change (IPCC), in partnership with the World Meteorological Organization (WMO). UNEP also supported the negotiation of the UN Framework Convention on Climate Change (UNFCCC), which entered into force in 1994.
