The “Bonn Center for Local Climate Action and Reporting – carbonn®” was established in December 2009 as an initiative of ICLEI – Local Governments for Sustainability and the United Nations Environment Program (UNEP).

carbonn®'s  vision is to expedite cities' transformation into low-carbon communities by:

  • Facilitating cities’ publication of their commitments, actions and performance in greenhouse gas emissions and reductions;
  • Supporting cities through guidance on standards and tools for local climate emissions accounting and reporting;
  • Establishing a platform for sharing information and experience on urban climate data and actions.

carbonn® is built on four main principles that ensure  transparency, consistency and relevance in the urban context.

Local Government Ownership
Local governments should lead and manage – through legitimate associations and technical agencies -  the reporting and management of urban/local GHG emissions data. This is paralleled by national governments reporting their GHG inventories to the UNFCCC or ETS, and private companies reporting their corporate emissions to the CDPB or ETS,

Balanced global perspectives
Any proposed standardization must  acknowledge regional variations in developed countries and respect the priorities of  developing countries.

City-based priorities
Reporting and balancing efforts must respond to the unique priorities of cities, which are not addressed through national and corporate reporting standards.

Compatibility with other initiatives
Local governments' efforts must parallel the global trends followed by national governments and corporations.
